EBOMAF-BF: Signing of the construction contract for the Ouagadougou Peripheral Boulevard
The contract for the construction of the Ouagadougou ring road was signed on Tuesday, September 11, 2018, between the Burkinabe government and EBOMAF at the Ministry of Economy, Finance, and Development. This 125-km, 2x2 lane highway, costing 181 billion CFA francs and developed through a public-private partnership (PPP), will alleviate traffic congestion in the capital by creating a bypass for through traffic.
Awarded to EBOMAF by the Council of Ministers on June 8, 2018, the implementation of the Ouagadougou ring road development and paving project is one of the flagship infrastructure projects of President Roch Marc Christian Kaboré's five-year term. Executed according to the public-private partnership (PPP) financing model, this project was formalized by the signing of a contract between the two parties: the Burkinabe government, EBOMAF, and Société Générale Burkina Faso (SGBF). The contract, worth 181 billion CFA francs, covers the construction of a 125 km dual carriageway.
As the project's financial partner, SGBF has committed to making the funds available as quickly as possible to ensure the swift commencement of the works. "The amount of 181 billion CFA francs includes VAT of approximately 30 billion CFA francs, compensation for residents affected by the project, and the relocation of utility companies such as fiber optic providers, ONEA (the national water and electricity company), and SONABEL (the national electricity company)," explained Mahamadou Bonkoungou, CEO of the EBOMAF Group.
For the Minister of Infrastructure, Eric Bougma, this project comes at a crucial time to improve urban mobility and road safety in the city of Ouagadougou. “The current ring road was built in the 1990s to prevent large international freight vehicles from passing through the city center. Today, this road runs right through the heart of the city. These heavy goods vehicles clog the traffic and create significant problems such as fatal accidents and road deterioration,” he explained.
According to Hadizatou Rosine Coulibaly, Minister of Economy, Finance, and Development, representing the government at the contract signing ceremony, several measures have been taken to ensure the successful implementation of the project. “This is a very important step because it was decided, within the framework of the National Economic and Social Development Plan (PNDES), that certain projects would be carried out as Public-Private Partnerships (PPPs). This project was one of them.” “This is how the technical and multidisciplinary teams analyzed the various bids and selected EBOMAF to carry out the project,” she explained.
The CEO of the EBOMAF Group, Mahamadou Bonkoungou, welcomed the signing of this contract, which authorizes his company to begin construction in the coming days. While expressing his gratitude to the Burkinabe government for the trust placed in his company, he also assured that the project will be completed according to the required standards and deadlines.
