Review of the work of RN 14 by the Prime Minister, Luc Adolphe Tiao: The Government of Burkina Faso is satisfied with the construction site
At the head of a strong delegation, the Prime Minister, Luc Adolphe Tiao, reviewed, on Friday 20 January, the development and bitumen work of the Koudougou-Dédougou axis. The government and its partners unanimously displayed a general satisfaction in front of the construction site, qualitatively led by giant steps, of the national road 14.
From PK 130 in the city of Bankuy in Dédougou at PK 00 at the entrance of the city of Koudougou, the Head of Government omitted any details in his inspection of National Road 14, linking the two regional capitals. As early as 8 a.m., on the morning of Friday, January 20, Beyon Luc Adolphe Tiao and his long suite began their review of the works by the urban and sanitation works (roadways and various networks, main artery bitumage, etc.), carried out in the main town of La Boucle du Mouhoun as part of this project to unenclave the country. As soon as this stop was completed inside the city of Bankuy, the procession shook towards the drop point of the section under construction with stops at successive and regular intervals from fifteen (15) to twenty-five (25) kilometres on the whole axis.
The Prime Minister obviously did not want to let himself be told a single trip linked to the realization of this important construction project extending over one hundred thirty (130) kilometers. Based on the recollection of his first passage on the axis on 10 June 2011 and the resulting good assessment, the Head of Government resolved to carefully verify the consideration of his observations, remarks and suggestions in order to improve the work and accelerate the construction site. He was simply impressed by the steps taken by EBOMAF to put an extraordinary pace in the conduct of the Project.
The expression of performance and know-how is so strong at present that no constraint seems to withstand the will of CEO Mahamadou Bonkoungou to win at all costs. Undoubtedly, the head of delegation conducting the inspection allowed himself to go to his legendary sincerity. "This second passage comforts me in my first apprehensions expressed last June. The fears have dispelled and real hopes are to be fed around this project in view of the observed evolution of vision on the site. The progress made between my two visits deserves to be welcomed and encouraged so that the region of the Boucle du Mouhoun quickly gains the path of its opening up allowing it to achieve the progress expected by the development of the road",has he retained.
The means used to hold the bet of the opening of the National Parliament have sometimes exceeded the understanding of inspectors of a day about the real capabilities of some national BTP actors, particularly civil engineering, to be able to succeed in such a large-scale project. Beyon Luc Adolphe Tiao and his delegation were wonderfully surprised to see that the statutory and legal suspension of two (2) months of work did not begin this speed surrounded in a very beautiful way by all the guarantees of the relevant international standards and norms.
Two field visits, one finding: satisfaction on all levels
Between 10 June 2011 and 20 January 2012, the two visits to RN 14 did not leave the Head of Government on any thirst. The downside of the construction site is still felt and the course eloquently maintained to achieve the objectives quickly. A global production rate of 50% is now released from major works after only less than a year of hard execution. "Concerning human skills and technical-material equipment, there is nothing that can be blamed on EBOMAF that would prevent its expertise from asserting on any civil engineering site", indicates Mr. Nama, representing the Monitoring and Control Mission, Cincat International/Techni-Consult.
The earthworks reached the Mouhoun river and the company promised to spread the bitumen very soon to Cheriba, about fifty kilometers from Dédougou. Using the already ready twenty (20) kilometres to start the road inspection, the delegation appreciated, at its fair value, the prowess achieved in such a short time. The procession has even circulated pleasantly on this already ready portion. "By rolling on the tar, it is a pleasure to appreciate all the efforts made to ensure stability and meet the requirements of a road that takes into account the locality's relief requirements", a member authority of the delegation.
The one hundred and fifty-three (153) sewerage works, including the major bridges of Tenado (45 m), Mouhoun (100 m) and Karuka or Lanfiera, are also undergoing phenomenal progress. Their completion is only a matter of days. The lighting of the Directorate-General for Roads, the monitoring and control mission and the company have further strengthened the government's optimism that it will be completed within the deadlines set or even below when this important work is received. "While this road project is very important to the government and its development partners, it is very reassuring to see that the entrepreneur is taking on his execution, which is incredibly based on a very special evolution beyond our expectations", reassures Jean-Bertin Ouédraogo, Minister of Infrastructure and Unlocking.
The members of this high-level inspection have been continuously maintained in a series of good impressions through the technical and expert fingering with which the various civil engineering activities are well understood in various places from the axis to the entrance of Koudougou where other works carried out at EBOMAF are indicated on a giant panel of 3 m by 1.5 m: "The layout and bitumen of the main axis of the parade", devolved to EBOMAF under the "Works in the development and road haulage of the town of Koudougou on behalf of the infrastructure of 11 December 2012" which was launched in the evening of Friday 20 December in the city of Red Horse by the Prime Minister himself.
